Later, he departed the Clinton administration and began working at Citigroup and United Technologies, positions he could only hold for a short time. Simmons worked as the chief of staff for Congresswoman Carolyn Cheeks Kilpatrick in 1999 and 2000, as well as the deputy communications director for the AI Gore 2000 presidential campaign.
