A 34-page indictment claims that during a disastrous fire situation, FEMA personnel stationed in Maui were given directives by Hooks and his supervisor, Deanne Criswell, that raised major concerns about their activities. According to the indictment, the two gave orders to agents to withhold food and water from fire victims, hinder civilian relief efforts, keep displaced people from fleeing the burned-out area of Lahaina, and even dispose of bodies in a way that raised questions about improper behavior.
Reliable sources close to the matter have disclosed that they were made aware of these accusations by a source in General Eric M. Smith’s office. Hooks was arrested at his home in Arlington, Virginia, which is close to the FEMA offices in Washington, D.C.

Hooks started his career in public service in 1989 when he joined the Department of Public Safety in North Carolina. His qualities were finally recognized, and in 1999 he was promoted to associate special agent in the Special Investigations Division. Governor Roy Cooper appointed Hooks to the position of secretary of the North Carolina Department of Public Safety, which he held until January 2017.
Working diligently, he completed his work by July 2021. Another significant turning point in Hooks’ career occurred in 2021 when he was appointed Deputy Administrator of the Federal Emergency Management Agency (FEMA). He was nominated by President Biden and confirmed by the U.S. Senate.
