Ilya Shapiro is the vice president of Cato Institute and the director of the Robert A. Levy Center for Constitutional Studies. Despite all of this, he remains the publisher of Cato Supreme Court Review. He was recently hired as executive director and senior lecturer by the Georgetown Center for the Constitution. He finished his elementary education at one of Toronto’s recognized institutions before moving to the United States for undergraduate studies, eventually settling in Washington, DC in 2004 and obtaining US citizenship in 2014. He graduated from Princeton University with an AB. In addition, he attended the London School of Economics to earn his master’s degree in M.Sc., and he received his JD from the University of Chicago Law School, where he became the Tony Patino Fellow after completing his schooling. Ilya Shapiro worked as a special assistant/adviser to the multinational force in Iraq before joining the Cato Institute. He has previously worked at Patton Boggs and Cleary Gottlieb. Shapiro is also an author who worked on the book Supreme Disorder: Judicial Nominations and the Politics of America’s Highest Court (2020). He also co-wrote the book Religious Liberties for Corporations? The Affordable Care Act, Hobby Lobby, and the Constitution (2014).
He also edited the 11 volumes of Cato Supreme Court Review from 2008 to 2018. He has contributed to several academic, popular, and professional journals. His work has appeared in the Wall Street Journal, the Harvard Journal of Law and Public Policy, USA Today, the Los Angeles Times, The Washington Post, National Review, and Newsweek, among other publications. He has been a regular contributor for a variety of news and media sources, a legal consultant for CBS News, and has been on The Colbert Report.
In the Supreme Court, Shapiro has filed over 400 amicus curiae “friend of the court” papers. He has testified in front of Congress as well as the state assembly. He is a Federalist Society lecturer, an inaugural Washington Fellow at the National Review Institute, and an adjunct law professor at George Washington University and the University of Mississippi. Aside from that, he is the head of the Mississippi Justice Institute’s board of advisers, an active member of the Virginia Advisory Committee, and a barrister in the Edward Coke Appellate Inn of Court. He was designated a rising star by the National Law Journal 40 under 40 lists in 2015.
