He belongs to the Democratic Party, and from 2011 to 2017 he represented Delaware’s at-large congressional district in the U.S. Between 2001 through 2009, Carney served as Delaware’s Secretary of Finance and as the state’s 24th lieutenant governor.

In 2008, he first tried to win the Democratic candidacy for governor but was defeated by Jack Markell. In 2016, he stood for governor once more and won, following Markell, whose tenure was up.
