Carbajal served in the US Marine Corps Reserve for over eight years, including his tasks and responsibilities during the Gulf War. He was first elected to the Santa Barbara County Board of Supervisors in 2004 as a Democrat, representing the first district. He was re-elected to the office in 2008 and 2012. After incumbent Democrat Lois Capps announced her retirement in 2015, he indicated his interest in the 24th District. On June 7, 2016, Carbajal took first place with 31.9 percent of the vote and a total of 66,402 ballots.

Fareed was the first runner-up at the time, with about 20.5 percent of the total votes cast, or 42,521 votes. On November 8th, in general elections, Carbajal received around 53.4 percent of the total votes, whereas Fareed received 46.6 percent of the popular ballots, totaling nearly 21,000 votes. Carbajal ran for reelection for a second term and defeated Republican candidate Justin Fareed. He garnered nearly 58.6 percent of the vote and then sought a third term, which he won against Republican candidate Andy Caldwell, a non-profit CEO. Carbajal received 58.7 percent of the vote in his third term.
