Career
Rukavina served thirteen terms in the Minnesota House of Representatives, from 1987 to 2013. He represented St. Louis County in northeastern Minnesota’s District 5A, which included the Mesabi Range. In 2012, he announced his intention not to run for reelection, citing his dissatisfaction with the partisanship at the state Capitol.
Rukavina introduced legislation that would prohibit the sale of foreign-made American flags in Minnesota.
The bill was later signed into law. Rukavina fought against allowing the University of Minnesota to sell beer and wine only in premium seats at TCF Bank Stadium in 2009. He insisted that the University change its policy to allow all legal drinkers in the stadium, including its own students, to purchase alcohol. Rukavina filed paperwork for an exploratory committee for Governor of Minnesota on July 23, 2009, and made his candidacy official in early September at Bayfront Park in Duluth. Congressman Jim Oberstar later endorsed him. He dropped out of the race and endorsed Margaret Anderson Kelliher at the DFL state convention.
