Italian politician and judge Franco Frattini. January–December 2022 was Frattini’s Council of State term. From 2002 to 2004 and 2008 to 2011, Frattini was Silvio Berlusconi’s Minister of Foreign Affairs, and from 1995 to 1996 and 2001 to 2002, he was Minister of Public Function.
From 2004 to 2008, he was European Commissioner for Justice, Freedom, and Security in the first Barroso Commission. In 1994, Silvio Berlusconi nominated Frattini as Secretary-General to the Council of Ministers.
The administration lost its majority in January 1995, and Lamberto Dini, an independent technocrat serving as Minister of Treasury, became Prime Minister. Frattini became Public Function Minister.
