Palmer served as a Peace Corps volunteer in Liberia, West Africa, between 1971 and 1973. After that, from 1973 to 1974, he worked as an assistant director of financial aid at the University of Virginia in Charlottesville.

From 1974 to 1976, he taught history at Cuttington College in Suakoko, Liberia, and from 1978 to 1981, he taught history at Wake Forest University in Winston-Salem, North Carolina.

Palmer began serving in the American Foreign Service in 1982. He served as a vice consul in the Dominican Republic from 1982 to 1984, and a personnel officer in Asuncion, Paraguay, and Montevideo, Uruguay, from 1984 to 1986. He worked for the State Department’s Assistant Secretary of State for African Affairs from 1986 to 1987 as a staff assistant, and in Freetown, Sierra Leone, from 1987 to 1989 as a counselor for administration.
