Before being elected to office, Kotek worked as the policy director of Children First for Oregon and a public policy advocate for the Oregon Food Bank.
She served as co-chair of the Governor’s Medicaid Advisory Committee and the Human Services Coalition of Oregon during the 2002 budget crisis.
Kotek finished last in the Democratic primary for Oregon House District 43 in 2004. In the Democratic primary for Oregon House District 44, which includes North and Northeast Portland, she won over three challengers.
She defeated the Republican opponent in the primary election with almost 80% of the vote.
Kotek was the only candidate for reelection in 2008. In 2010, she defeated a Democratic opponent and received more than 85% of the vote.
