Henry was elected to the College of Cardinals in 1994 after serving as Archbishop of Baltimore, Maryland, from 1989 to 2007. From 1992 until 1995, Keeler served as President of the United States Conference of Catholic Bishops.
As Archbishop of Baltimore, Keeler oversaw the restoration of the Basilica of the National Shrine of the Blessed Virgin Mary, one of the archdiocese’s two cathedrals and the country’s oldest, which was completed and restored to near-original condition by 2006. Keeler was also known for his ability to build deep bonds with individuals of different faiths, particularly those of the Jewish and Protestant faiths.

In 2002, he made headlines for his response to the Catholic Church’s sexual abuse epidemic, when he chose to reveal the names of 57 priests who had been “credibly accused of child abuse.” However, it was reported in 2018 that he had failed to take action against priests accused of inappropriate behavior, severely harming his reputation.
