Sayfullo Habibullaevic Saipov struck runners and cyclists on the Hudson River Park bike route in Lower Manhattan on October 31, 2017, murdering eight people and injured 12, including six foreign visitors.
Saipov exited the truck after it collided with a school bus brandishing what at first glance appeared to be two guns, but it was later discovered that they were only a paintball gun and a pellet pistol.
He was shot by a policeman and taken into custody. The truck included a banner and a pledge of allegiance to the terrorist organization Islamic State of Iraq and the Levant.
Saipov, an immigrant to the country from Uzbekistan in 2010, was charged with eight murders by a federal grand jury.
In addition, he was accused of participating in terrorism, wrecking a car, and attempting to kill twelve others.
This incident was the second terrorist assault that Diversity Immigrant Visa lottery winners are suspected of carrying out; the first was the shooting at the Los Angeles International Airport in 2002.
Anti-vehicle bollards were put in place on the cycling route in Hudson River Park after the attack.
Since the 2001 attacks on September 11th, this act is thought to have been the deadliest terrorist attack. It was a part of a string of attacks by Islamic terrorists using vehicles that have occurred in Europe and North America since 2014.
After escaping the death penalty, Sayfullo Saipov was sentenced to life in prison.
The jury spared Saipov, who carried out the 2017 Halloween terrorist attack in New York City, the death penalty.
On Monday during the discussions for the penalty phase, the jury was unable to reach a consensus.
They admitted that Saipov had planned and premeditated the attack extensively for ISIS before he conducted it.
However, they did not all concur that he was likely to engage in violent behavior while incarcerated or cause any issues in the future.
Saipov will be imprisoned at ADX in Colorado for the rest of his life without the chance of being released.
In the vehicle attack on a cycling path near the Hudson River, he was found guilty in January of killing eight people and trying to kill another 18, according to the verdict.
