McCarthy worked on Senator Bill Thomas’ staff from 1987 through 2002. He took the helm of young conservatives in America in 1995, and he served as the executive director of the Young Conservative Public Organization from 1999 to 2001.

From the latter part of the 1990s to 2000, Kevin served as Thomas’ location manager. McCarthy’s most notable political victory came in 2000 while serving as the local legal administrator at Kern Junior College.

McCarthy was selected to participate in the 2002 California State Gathering. In 2003, he transitioned into a traditional floor pioneer. He was chosen to serve in the US House of Delegates in 2006.

McCarthy voted against House Goal 908 on September 17, 2020, to denounce discrimination against Asian Americans related to the Coronavirus pandemic.
