Bills was the offensive coordinator at Central Washington University (CWU) for a year before he joined Dixie State.

He was very important to the Wildcats’ 7-4 record and winning the Great Northwest Athletic Conference for the third year in a row.

Thanks to the Bills’ coaching, the CWU offense was ranked first in points scored (41.8 per game, which is #10 in NCAA DII), total yards (504.7 per game, which is #8 in NCAA DII), passing yards (293.1 per game, which is #14 in NCAA DII), total touchdowns (60, which is tied for 18th in NCAA DII), and passing touchdowns (37), and second in rushing (211.6 yards per game, which is #29 in NCAA DII).

Before coming to CWU, Bills managed for three years at Weber State, starting in 2016. Bills was the wide receivers coach for the Wildcats for his first two years there. Before the 2018 season, he was moved up to be the quarterbacks coach.
