Harlan was born in Richmond, Virginia, in the United States of America, on October 20, 1970. Her family raised her in Boca Raton, Florida.

On May 17, 2004, Tony Randal died in a deep sleep at NYU Medical Center from pneumonia. Following his coronary bypass heart surgery in December 2003, the late actor was diagnosed with the illness. His corpse was interred at Hastings-on-Hudson’s Westchester Hills Cemetery.
